NATIONAL MINORITY AIDS COUNCIL CAPACITY BUILDING SURVEY

The 109th Congress is slated to consider several measures that
will have a direct impact on the future care and treatment for
persons living with HIV/AIDS and it is critically important that
the needs of communities of color are communicated to not only
the Congress and the Administration, but to key policymakers
nationwide.
One of these measures, the Ryan White CARE Act (RWCA) is the
cornerstone and nation's largest program providing much needed
services to people living with HIV and AIDS. Funds appropriated
under the law are used for individuals living with HIV disease
who lack health insurance and financial resources for their
care. According to the Health Resources and Services
Administration (HRSA), an estimated 533,000 uninsured and
underinsured persons living with HIV/AIDS receive care annually
through the RWCA, with the majority of those served coming from
communities of color. The authority for RWCA programs is set to
expire in FY 2005. As Congress considers reauthorization of the
Act, opportunities will be available to ensure that the law's
current emphasis on responding to the HIV/AIDS treatment and
care challenges facing communities of color is not only
maintained, but also strengthened.
As NMAC prepares its final policy recommendations on the RWCA
and the Minority AIDS Initiative, we ask that you help us by
telling us your capacity-building needs!
The National Minority AIDS Council (NMAC) is preparing an
analytical report on capacity building priorities and related
funding needs of Minority Community Based Organizations funded
under the Ryan White Comprehensive AIDS Resources Emergency
(RWCA) Act.
Starting today, you can click on the link below and answer a
series of questions about your capacity building needs. The
survey only takes a few minutes to complete and your answers
will help NMAC develop and advance public policies that ensure
high-quality, culturally appropriate, and affordable HIV/AIDS
services for people of color living with HIV/AIDS or at high
risk for HIV infection.
Remember, survey participation is limited to those individuals
or groups that represent MCBOs. Please act right away - the
survey will close July 20, 2005.
