Support a Possible ADAP Emergency Supplemental Appropriation

Date of Action: NOW!

It now appears likely that an "Emergency Supplemental
Appropriation" may materialize. It also is possible that the
White House or Congress may decide to address the AIDS Drug
Assistance Program (ADAP) crisis as an inclusion of the
emergency appropriation process.

Funded under Title II of the Ryan White CARE Act, ADAP makes it
possible for low-income persons to purchase medications to treat
HIV/AIDS. As you know, Congress has started a separate funding
line item to appropriate funds directly to ADAP, largely to
address the enormous need created by the advent of new
combination drug therapies. These funds go directly to support
the more than 150,000 people who will depend on ADAP to afford
the high cost of these life-saving and life-extending therapies.
This program is an important federal response to the epidemic,
enabling communities to provide a system of care for low-income
residents living with HIV. Without this assistance, states will
be forced to reduce care.

Each of you should follow up with administration and
Congressional leaders in search of leadership commitments for a
significant solution to the ever-worsening ADAP crisis. There is
significant bi-partisan House and Senate support for moving
quickly on the ADAP crisis; all that is needed now is the
political courage and leadership to push for the necessary $217
Million ADAP increase.

Share this email with advocates, members of the administration
and additional key Congressional staff. If this opportunity
comes to fruition, it should occur after Congress returns in
September. All those concerned about increasing funding for
ADAP, eliminating waiting-lists for ADAP recipients, and the
lack of ADAP resources that were available for FY 2004 should
prepare now and ask their elected leaders for help and support.
