REQUEST FOR PROPOSALS FOR RYAN WHITE CARE ACT TITLE II STATE DIRECT SERVICES
FOR UNDERSERVED AND EMERGING POPULATIONS (RFP#: RFP H20 0099.1)

The Texas Department of Health (TDH) Bureau of HIV and STD Prevention
(Bureau) announces the expected availability of Ryan White CARE Act Title II
funding for projects to reduce barriers and improve access to HIV health and
social services, especially the Tier I primary health services
(ambulatory/outpatient medical care, case management, drug reimbursement
programs, oral health care, home health care, hospice services, mental
health services, rehabilitation services, substance abuse services,
treatment adherence services, and health insurance) for underserved and
emerging populations. The Bureau is especially interested in funding
projects that focus on HIV-infected people who are aware of their HIV status
but are not receiving medical care, with the intended goal of bringing such
populations into the care system.

PROJECT AND BUDGET PERIODS: It is expected that contracts will begin on or
about July 1, 2004 and will be made for a nine-month budget period (7/1/04 -
3/31/05), within a project period of two years and nine months. The full
term of the grant is for the period of July 1, 2003 through March 31, 2007.
Continued funding in future years is contingent upon the availability of
funds and the satisfactory performance of the contractor during the prior
budget period. Funding may vary and is subject to change each budget
period.

AVAILABLE FUNDS: Approximately $532,000 is expected to be available for the
period of 7/1/04-3/31/05 and $700,000 during each of the two subsequent
twelve-month periods (4/1/05-3/31/06 and 4/1/06-3/31/07) to fund up to seven
contracts of $60,000 to $140,000 each. The specific dollar amount awarded
to each applicant will depend upon the merit and scope of the proposed
project and the availability of funds. Award of these funds is contingent
upon annual federal grant awards to TDH from the Health Resources and
Services Administration (HRSA).
