I have a different take than Doug Cragoe on this. I think it is intentional - but not consciously so.
When adults are carrying out orders but unable to see the suffering they cause, they cite their own authority (I'm the boss/parent/teacher/nurse/doctor/dentist and therefore you don't question me), they blame the victim or see us as non human (ridicule us as crazy), and close ranks with other abusers (e.g. endorsements). But it is not intentional. They consciously believe they are serving the public. They don't know that they are on automatic pilot carrying out an invisible agenda of coercion, any kind of coercion, that has to do with maintaining order and preserving authority.
This happens especially in war but people forget that this mindset has been part of the thousands of years of human civilization and is how we have set things up - schools, hospitals, businesses, food production, daylight saving time - you name it and its continuance comes from some external authority that we don't even know we are obedient to. The most obvious presentation of this was from the poisonous pedagogy of faith-sanctioned child abuse (spare the rod spoil the child, perform genital mutilations at birth, destroy the mother-infant bond ASAP, born in sin and must be cleansed with punishment, must break the will before age 3) onward to the blooming of the Nazi party. Rockefeller loved Hitler. I bet he never understood why. But look at his dysfunctional family tree.
The conditioning ensures that officials and experts are the authority and we never really grow up. We think we live in a "free" society. We have to ask someone's permission for EVERYTHING. We remain under orders long after age 18 or 21 or whatever arbitrary age limit the authorities have set.
The most insidious aspect is that orders must continue to be obeyed even when those orders are clearly detrimental to life (i.e. the latest from Health Canada, eight years after several provincial health directives warned against babies drinking fluoridated water in formula, is now insisting that .7 ppm is safe for babies as long as the formula powders and concentrates meet the Codex Alimentarius (I.G. Farben) limits). The Canadian Pediatric Society and Canadian Medical Association have repeated their endorsement of the fluoride poisoning of infants. Two pediatricians here in Toronto have successfully poisoned twenty thousand breastfed infants with fluoride supplements since the early 1980s. One is head of the pediatric Nutrition Committee advising Health Canada.
I think it is because they themselves are being obedient to an external authority that was imposed upon them through humiliation and abuse in early childhood. It is because their authentic selves are dead. They are forbidden, early on in life, with the most stringent and terrifying punishment of all - loss of parental love and safety - to be aware of their own suffering and its source, let alone the suffering of others and the connectedness of life to nature. So they remain obedient to any authoritative voice that fills that void. The writings of Alice Miller, a German psychoanalyst, explain this with the most careful and compassionate lucidity.
Public health officialdom is perfect to fill that void. You have all the power of a prison guard and you never have to carry a gun or participate in actual torture. Protect people from themselves for their own good, end justifies means, benefits outweigh risks, harm (e.g. fluoride illness, dental fluorosis) is nonexistent or is justified (just cosmetic). Ordering vaccines. Ordering fluoridation. Ordering annual chest Xrays that cause breast, lung, throat and thyroid cancers down the line. Ordering that mothers lose custody of children. The more people protest, the less you can listen. Funnily enough, these same people have requested bylaws reducing transfats in snacks, reduction of pesticides and higher standards for lead, arsenic and radioactive tritium in drinking water.
Dr. Harold Hodge: "There is no health hazard that justifies the postponement of fluoridation."
Dr. Gerald Cox: water fluoridation is "a means... by a procedure that is applicable to whole communities... in such a way that the individual would be hard put to escape the treatment"
Cox was enthusiastic about not letting anyone escape. Does that sound like he was conscious of the vulnerabilities of babies and human rights? Well, it was before the Geneva Convention and the UN Rights of the Child....
Dr. Moolenburgh told me that he was moved almost to tears by the acute suffering of the fluoride-poisoned children in his pediatric practice. It was not colic. They were being tortured by every swallow of food and drink. He was conscious. So is Dr. Hardy Limeback.
I was raised in a fundamental religious straightjacket. One of the sayings of Jesus, "Forgive them, for they know not what they do," that I used to think was a total wimpout for allowing abuse, since it was consistently used to stop me from acting on my child's rage against the cruelty of my father, now has a clearer meaning for me. This new understanding that I can forgive the unconscious transgressor makes it possible for me to view the blind obstinacy and ignorance of Medical Officers of Health with more compassion. It also makes it possible for me to stand up in government meetings and speak clearly and calmly on behalf of everyone who has the right to drink public water without getting fluoride poisoned.

Bilderberg meetings in the 70s and also recently discussed the need to
reduce world populations, so I am wondering what realistic effect using
traditional means (letters, protests, etc) will have on this worldwide
crisis.

What has worked for removing fluoride from water districts in the US
and elsewhere? What is the tried-and-true method, if there is one?
