HIDDEN SHAME: DEATH IN GEORGIA'S MENTAL HOSPITALS Below?

A fatal struggle -- but no punishment

Published on: 01/14/07
He was choked until his last breath. Blood pooled beneath his skin from two wounds to the back of his head. His body lay in an ignominious sprawl: facedown on the floor of a state psychiatric hospital.
Georgia's chief medical examiner ruled his death a homicide. So did a coroner's jury.
ABOUT THIS SERIES This report, focusing on patient abuse, is the third in an occasional series on Georgia's system of state mental hospitals.

Yet no one ever faced criminal charges for killing Rickey Dean Wingo. No one was even disciplined.
In Georgia's state mental hospitals, even the most egregious cases involving employees — patient deaths, assaults, beatings — usually result in penalties no harsher than firing, and sometimes no punishment at all, an investigation by The Atlanta Journal-Constitution shows.
Hospital administrators both investigate the most serious incidents on their grounds and pass judgment afterward, the Journal-Constitution found. They decide whether to call in the local police, whether to notify prosecutors, and whether to punish employees who harm the patients in their care.
The medical examiner said the injuries that killed Rickey Wingo at Northwest Georgia Regional Hospital in Rome appeared to have come from blows

Thanks for informing my group about the violence
against women. I am glad you are taking action on
this issue.

I advocate for the mentally ill. Many of our
prisoners, including females, are actually mentally
ill people who are incarcerated rather than
hospitalized. Many are forced to live naked in jail,
in order that they not pose a danger to themselves,
whether or not they are actually suicidal. Can you
imagine the trauma to a mentally ill woman to be
incarcerated for maybe talking or singing loud and
disturbing the "peace," to find herself handcuffed,
fingerprinted, and imprisoned naked in a cold prison
cell? That would be traumatic for a sane woman;
imagine what it does to the mentally ill.

My own brother was likely euthanized in jail. See my
website http://wrongfuldeathoflarryneal.com. Tell me
what you think about this. (If this link fails to
work, check for spaces that just magically appear, cut
and paste it into a Word doc. and delete the spaces
and control+click on it.)

I don't know your race, and it does not matter to me,
but in case it matters whom you help, please know that
prisons have just about replaced mental hospitals for
the indigent mentally ill of our nation, and who do
you think fits that bill best? People who have
inadequate insurance coverage and no $$ to keep their
loved ones in private mental health facilities.

Call me if you want to discuss this. 770-896-2722.

Hello. Please see the attached document -- three more
lawsuits alleging wrongful death and extreme abuse by
Shelby Co. TN Jail or Memphis Police. Due to my own
mentally ill brother's secret arrest and death in that
jail, I wanted to talk to the Plaintiffs in these
three lawsuits, all filed in 2005 and 2006. I figured
the lawyer and Plaintiffs were still waiting for trial
-- wrongful death cases and police abuse cases
sometimes drag on. Well, I cannot find the attorney
William Winchester's name anywhere in Memphis
newspapers or phone books after 2006.
-- See http://wrongfuldeathoflarryneal.com --

See these three lawsuits laid out on this website
link: http://braxtonandfriends.org/index.html

(Note: Whenever a link does not work, search for and
remove extra spaces that just pop in there from ??)

I searched for each Plaintiff, and I saw the news
stories related to these suits in the Memphis
newspaper for 2005 and 2006, depending on when the
death or abuse occurred.

Ready for the strange part -- Each time I put in
either one of these Plaintiffs' name or the victims'
names for a period after 2005 or 2006 (after these
suits were filed), the newspaper search engine jumps
straight to the death notices! The newspaper will
only show the first 10 names for any given date of
death, so I did not actually see these plaintiffs'
names, but I wonder WHAT DOES THIS MEAN? Except for
Braxton Moore, who was a 13-year-old retarded and
mentally ill child when his mom filed suit for his
alleged abuse while incarcerated with adults in Shelby
Co. Jail.

Can some of you investigative wizards try and tell me
where is Janie Moore, mother of Braxton Moore;
Willie Hester, Jr. and his mom, Joyce D. Hester; and
Jannie Williams (son, Kevin Williams, died in police
custody during arrest).

Now, try to find this attorney and his defendants for
me. It is not like an attorney to just stop
practicing law. They love their jobs! I called
information, I checked the newspapers online -- the
trail goes cold after 2006.

I see where all these suits were filed, but I found no
news articles that told the outcome of either one.

Go ahead, you investigative journalists in the making
and mystery lovers! Find out what gives here and get
back to me, please. Where are these plaintiffs and
their attorney? Maybe they all collected their
settlements and are now living in warmer climates --
at least that is what I hope.

I hope by now all of you who care about such things
realize that incarceration of the mentally ill is very
much an area of concern to the African American
community. Our people do not have the health coverage
or the capital necessary to finance private mental
hospital care for our mentally challenged loved ones
-- so JAIL IS THE MENTAL HOSPITAL FOR THE INDIGENT,
like little Braxton, a plaintiff in one of these cases
of jail abuse/death.

Thanks.
