I have been thinking about your passionate post, prior. Clearly a man of intense feeling. And your earlier posts on neuro-diversity (neurodiversity?).
I would love to enlist your energies in looking at this new legislation but with in mind not just the specific chronic pain topic, but the rights and dignity of persons with disabilities at large. What we can do is look at the persons involved on the face of this bill (we can sure talk about unnamed personages, real and artificial entities like corporations too). But just on the face of it I think your analysis would be super on the issue of parsing (analyzing) intended beneficiaries of such legislation.
Yes I am very concerned about people in physical pain, but I think, again, we can grab on to this very current legislation as a model or ectype (a single epitomizing instance as contrasted with an archetype, or broad model of a class). I sure hope you and others are interested because this legislation is right now!
What can we say about the provider/consumer impact (accepting now for operational purposes this distinction, and even meta-discussing it if interesting) differentially? Balanced?.

They are both apparently now under consideration, the latter reported as having more data analysis clauses. (to be studied)..
