My daughter is 6 and has had complex partial seizures since she was two. She has been on Keppra for the last year but she takes it has a secondary drug. she is also on lamictal. Since she started taking the keppra with the lamictal her seizures have gotten better. She had just gone 8 months without one, but recently had one and they say it was due to her gaining weight so her dose had to be changed. Before having the Keppra added she was having a lot more seizures. I would talk to his daughter about added another med. they seem to work together in stopping the seizure activity.
It does seem at first that the meds are making the seizure activity worse. I went through this with my daughter after she was diagnoses. It can become very frustrating. It may take time some to find the right med that works for your son. Good luck, I hope it gets better for him soon.
