In my district aides are full time but not qualified.  Most have little or no training at all with special needs.  I have seen many aides yelling, hitting, pushing and being demeaning to the students that are in their care.  This has happened in both public schools and out of district schools.  I make it a point to be a class mom, or help out in the library to see what is going on and unfortunately I once saw this happen as I was touring a school.

I received this email from another parent and would like your feedback.   - Evelyn

Hi All,

I was wondering if I could get some feedback...

My district is firing 71 full time instructional aides, to reduce the school budget, and replacing them with 140 part time aides, so they do not have to pay for health benefits. A student who currently has one full time aide will have two part time aides next year.  I'm finding a number of Districts in NJ are planning the same.

  • Is your school districts doing the same? (y/n)          State?                                   District?
  • Does your school receive Title 1 funds?  (y/n)         .
  • Does your school meet NCLB requirements? (y/n)          .   All schools in districts do          / do not          meet AYP.
  • How is your district planning on allocating the American Recovery and Reinvestment Act of 2009: IDEA Recovery Funds for Services to Children and Youths with Disabilities (ARRA)?
  • Has anyone been successful in blocking this cut? (y/n)             If so how?
  • Is the teacher's union protesting? (y/n)

Any feed back is appreciated!

Oh yes....finally! I mean our insurance refuses to pay for our son's extra
speech because he has not lost the ability to speak due to a stroke, an accident
or some "real disease". It's infuriating! I am sure other children are left out

Subject: HILLSBOROUGH SCHOOL BUDGET - Summary of Dr. Forsthoffer's BUDGET discussion at our March WRSHA meeting

Send Email Send Email

WRS Families:

For those of you that were unable to attend last Thursday's WRSHA meeting during which Superintendent of Schools, Dr. Ed Forsthoffer spoke, we are sending you this summary in an effort to help you understand the Budget and it's current status.

We found Dr. Forsthoffer's talk and the question/answer period that followed very informative and educational.  It helped many of us that were present understand what the tentative budget means to us, as individuals, and we wanted to share the information with you.

The easiest way we found to explain was in simple bullet points.

1.  Definition of CAP - the highest amount allowed by the state that your taxes can be increased to meet the budget without requesting a waiver.

2.  2009/2010 CAP = 1.6 cents per every hundred dollars for your property/house assessment

3.  Current "Tentative" Budget is set "below CAP" at 1 cent (this was voted on at 3/16 BOE meeting)

4.   This means 1 penny per every hundred dollars for your property/house assessment....so a home valued at $325,000 (which is the median priced house in Hillsborough) would mean an increase in your yearly taxes of $32.50

5.  The tentative budget requires cuts, most notably to 7 Special Education Aides, 3 Elementary School teachers due to changes in the numbers but this will have no effect on class sizes and a part-time K-6 REACH Resource Teacher who assists at the elementary level with testing (for list of all cuts, visit http://www.hillsborough.k12.nj.us/hillsborough/site/default.asp

6.  The Board can still decide to "go to CAP" and increase to 1.6 cents, which would result in less cuts, they could leave the budget at 1 cent or they could decide to make additional cuts.

7.  "Going to CAP" would mean that a home valued at $325,000 would have a yearly tax increase of $52.00

There is a final BOE meeting on March 30, at which time you can attend and voice your opinion, either for the tentative budget to be kept at "below CAP" or to encourage the BOE to increase the budget and "go to CAP" in an effort to make as few cuts as possible (this would result in the $52.00/year increase...which is an additional $19.50 than the "below cap" budget that is now tentative - for a $325,000 home ).

The vote by the Board of Education on 3/16 for a budget that "went to CAP" was 4 to 4....thus the budget was brought to "below CAP" for a final vote that was approved - the now "tentative budget".  One board member was not present for the 3/16 vote.

Kathy was at that meeting (Wendy watched most of it on TV)....and we both agree, the public's opinion did seem to have an affect on the voting BOE members, as the original budget that was presented at the beginning of the meeting was changed to reflect some of the people's requests.

If you would like to see the budget "go to CAP" (which would mean less cuts and only another $19.50 in taxes) or if you are okay with the budget "as is" you can voice your opinion, by either attending the meeting (on Monday, March 30 at Auten Road Intermediate School's cafeteria at 7:30) and commenting in person or you can comment via email by sending to boe@... (this address reaches every board member).

One thought that was expressed by many that attended our meeting was that they felt that if the BOE raised the budget "to CAP" and the budget does not pass at the election on 4/21, at least the Town Council has a higher proposed budget to make changes to.

However you feel the budget should be - please vote on Tuesday, April 21.  The quality of your child's education depends on it and your vote really does count (last year's budget passed by only 24 votes)!

If you would like further information, Dr. Forsthoffer has invited anyone that would like to discuss to email him directly.  You can also host a home visit - all you need to do is gather some neighbors and he, or one of the Assistant Superintendents will be happy to come to discuss.

We hope that you found this to be helpful in your understanding of the budget and how it's final version may affect you and your children.  Also how you, as an individual have the power to help create that final version before it goes to vote.

Thank you.

Wendy Holt and Kathy Raichel

HI everyone,
my son's neuro-developmental specialist said to avoid High Fructose Corn syrup.  I did not have time to ask why, and I have read some things seem pretty bad about this stuff.   Since I got my little man to stop drinking from a bottle, and started making him use other utensils, he drinks a lot of water, and he likes juice, (non HFCS brands, in moderation) and Danimals yogurts.   The danimals is good because it has calcium and replaces his milk in his diet right??  Oh no, Danimals has HFCS in it!  Phooey, back to the drawing board!! LOL
I guess I should just change over to an organic brand of drinkable yogurt?  I have noticed that they dont have HFCS on their list of ingredients.
Does anyone know what problems can come from HFCS?  I really need to keep my son from getting obese as he grows up, and he already has a laundry list of medical problems, a benign heart murmur, and he is now on Keppra instead of phenobarbital for his Epilepsy.  He also has problems with his gait and gross motor problems and we found a problem on his brain MRI this month, causing another diagnosis of Cerebral Palsy.     Diane

Dear Jen,

I hope the following information will help.

http://www.nj.gov/education/code/current/title6a/chap14.pdf

NJAC 6A:14-4.1(g)
When a student with a disability transfers from one NJ school district to another or from an out-of-state school district to a NJ school district, the child study team of the district into which the student has transferred shall conduct an immediate review of the evaluation information and the IEP and, without delay, in consultation with the student's parents, provide a program comparable to that set forth in the student's current IEP until a new IEP is implemented, as follows:

NJAC 6A:14-4.1(g)2
If the student transfers from an out-of-state district, the appropriate school district staff shall conduct any assessments determined necessary and, within 30 days of the date the student enrolls in the district, develop and implement a new IEP for the student.

Typical peers guide our participants through the maze of finding, making and applying the art of friendship strategies to their world.

My son is currently enrolled in the preschool disabled program in Bridgewater, NJ.  He recently was re-evaluated to determine eligibility for services as he will be entering Kindergarten this fall.  At his IEP meeting this past wednesday, after 45 minutes of listening to all of his deficits, they informed us that despite all of his needs he is no longer eligible for special ed services/classification for kindergarten.  I will be happy to elaborate, but the bottom line is that my husband and I strongly disagree with that decision, and feel that he needs special ed services.   I'm not sure what my next step should be.  If this is something I can handle easily with some direction that's fine, if I need to hire you to help me that's also fine...like I said, I was just floored that they could de-classifiy him and just don't know where to go from here before I sign anything!!  Any suggestions are warmly welcomed!  Thank you...

Dear Evelyn,

We are so excited to announce the passage of Senate Bill 39 in the New Mexico state legislature.  Similar to bills introduced in 24 states this year, SB 39 will require private insurance companies to provide coverage of autism therapies and treatments.  New Mexico is the ninth state to pass an autism insurance reform bill.  Will your state be next?
See our press release below and check out our website at www.AutismVotes.org/stateinitiatives to get involved in passing an autism insurance reform bill in your state!

Thank you,

If you're baffled by all the terminology thrown around in meetings and paperwork regarding your child's special education, these 16 "lessons" will teach you what all those words and acronyms mean. Follow the links and read the articles, then take the quizzes to test your knowledge. Study up!

Lesson 1: The IEP

Illustration © Terri Mauro
The IEP is the master document for determining your child's special education program. Learning all you can about what it does and how it's created can help you be a better advocate for your child. Visit the IEP FAQ to get all your questions answered.

Illustration © Terri Mauro
IEPs aren't the be-all and end-all of school accommodations and modifications. Though they're concerned more with civil rights than educational ones, 504 plans outline assistance to be provided to let students with disabilities fully participate in the classroom. Find out more in the 504 FAQ.

Lesson 3: OT

Illustration © Terri Mauro
Occupational Therapy is a service often provided to special education students, but do you know what it is? Check this definition to make sure.

Lesson 4: PT

Illustration © Terri Mauro
If you've only heard of Physical Therapy in the context of injuries or strokes, it may seem odd to see it on your child's school plan. Find out what those school PTs are up to.

Quiz: Lessons 1-4

Illustration © Terri Mauro
The first four lessons of Special Education School focused on IEPs, 504s, OTs and PTs. Read all about them, study up, and test your level of learning with a quick quiz.

Lesson 5: Speech Therapy

Illustration © Terri Mauro
If your child has a hard-to-understand way of talking or a limited vocabulary, chances are speech therapy is in his or her IEP. Open your Web browser to a definition of speech therapy to find out who's doing it and what's happening.

Lesson 6: Adaptive Physical Education

Illustration © Terri Mauro
Along with OT and PT, Adaptive Physical Education (APE) helps kids with motor skill problems work on developmental goals in a safe and fun environment -- or at least, not get creamed by the other kids in dodgeball. Read the definition to learn more about it.

Lesson 7: IDEA

Illustration © Terri Mauro
The Individuals With Disabilities Education Act is the law from which all special education blessings flow. What's this bright IDEA? Read the definition, then follow the links to learn more about two of its most essential and slippery concepts, FAPE and LRE.

Lesson 8: ESY and EI

Illustration © Terri Mauro
Extended School Year turns summertime into learning time. Learn what it is, and why you may have a hard time getting it. Then study up on another way to extend IDEA rights beyond the normal school boundaries: Early Intervention, which serves children younger than three.

Quiz: Lessons 5-8

Illustration © Terri Mauro
The second four lessons of Special Education School focused on speech therapy, adapted physical education, IDEA, FAPE, LRE, EI and ESY. Read all about them, study up, and test your level of learning with a quick quiz.

Illustration © Terri Mauro
A Functional Behavioral Assessment requires school personnel to actually think about your child's behavior instead of knee-jerk handling it the same way they've handled it since schools were held in caves. Read more about this important safeguard.

Illustration © Terri Mauro
A Behavior Intervention Plan takes all those ideas developed in the Functional Behavioral Assessment and turns them into a course of action for improving behavior and classroom calm. Read a definition and view some samples.

Lesson 11: PLP

Illustration © Terri Mauro
An accurate and realistic depiction of your child's Present Level of Performance should be the starting point for any good IEP. Find out what it is, or should be, so you know what to look for.

Lesson 12: PWN

Illustration © Terri Mauro
With behavioral issues and questions of progress on the table, it's important for parents to be in on any decisions about a child's special education program. That's why IDEA requires that your district has to give you Prior Written Notice before any changes are made. Learn why they can't just pull a fast one.

Quiz: Lessons 9-12

Illustration © Terri Mauro
The third set of Special Education School lessons focused on FBA, BIP, PLP and PWN. Read all about them, study up, and test your level of learning with a quick quiz.

Lesson 13: Paraprofessionals

Illustration © Terri Mauro
Those tireless and underpaid special education workers you may formerly have known as aides can make a lot of difference in how your child survives in the classroom. Read a definition to learn more about what it takes to do the job.

Lesson 14: Classroom Placements

Illustration © Terri Mauro
Whatever the prevailing wisdom in your district, community, support group or e-mail list, the Least Restrictive Environment for your child is as individual as everything else in the IEP. Compare four different special education placements to help you decide which one's most appropriate for your child.

Lesson 15: The IEE

Illustration © Terri Mauro
An Independent Educational Evaluation is your testing of last resort when your school district is either unwilling or unable to accurately judge your child's special educational needs. Learn what it is and why you'd want one.

Lesson 16: NCLB

Illustration © Terri Mauro
No Child Left Behind was intended to ensure a better education for all students, but many parents and teachers feel that it dooms students with special needs to failure. Find out more about it and draw your own conclusions.

Quiz: Lessons 13-16

Illustration © Terri Mauro
The final week of Special Education School focused on paraprofessionals, classroom placements, IEE and NCLB. Read all about them, study up, and test your level of learning with a quick quiz.

Hello all,

Long story short:

My 4 year old son was involved in a preschool disabled classroom in Princeton, NJ.  All verbal and written communication about his progress was positive.

We then moved to CA for a 9 month sabbatical where he has been in a comparable program and done very well.

I have been in discussions with our Learning Consultant regarding our return in June.  Our understanding all along was that he would return to his previous classroom.

They now tell me that "the team," who hasn't seen our son in 7+ months thinks he would do better at Capello school, a more restrictive environment that his current, and previous classrooms.

We are furious about this and wonder how we should go about advocating otherwise (I've already had his current teacher talk to the Learning Consultant).  The way NJ has left it with us we will have to meet upon our return to discuss appropriate placement.

When we moved to CA they did a 28 days administrative placement while evals were completed.  Does anything like this exist in NJ?  I have contacted Stephanie Kramer, education advocate at ARC.  Any other leads?  We feel competely blindsided and betrayed by this as they NEVER indicated they didn't feel like his placement was appropriate and he has made HUGE gains since we left.

Any help appreciated,
Jen

   Happy St Patricks Day!

I got the surprise of all surprises for my little leprechaun, Joseph.  His IEP went well, did the evals and we waited and they gave him lots of good services.   I thought I might have to fight about some part of it, and I wish there could be more PT, but, hey, its really good overall.

Two weeks ago we added another diagnosis to his list, of Cerebral Palsy.  I never was happy with Epilepsy alone as an explanation for his developmental delays.    Maybe I can use this to get some further PT visits from our insurance company?  I will  have to work on that.

So tomorrow, Joseph gets one of his birthday presents, the school bus will come and get him and then I will take my daughter to school, she has a new schedule now, because her school is being completely flexible about her start time.     Ahhhh, motherhood and drama, seems like you cant have one without the other!   Happy St Patrick's day to all, and if you have any surprises, I hope they are good ones!     I think I want to find a drama anonymous meeting that I can go to while the kids are in school!   LOL  Diane
