I think that word was inserted because there was no written program
of action until the Big Book was written. In essence I believe they
are telling us that this is the way we have recovered and we suggest
this as a program of action that has worked for a hundred of us.

Suggest can be a tricky word. A suggestion is a subtle command. It
is also important to note that there are no other alternative
methods offered. Much like "I suggest that the parachute be employed
in advance os striking the ground", we suggest this course of action
to ensure recovery.
