As-salaamu 'alaykum wa rahmatullaahi wa barakaatuh.

I received an important question from a valued www.bakkah.net visitor, a question that I felt many people may have had but did not ask it.  Please take the time to read his question and then the response after it.  May Allaah reward him well, and you as well.

He wrote:

The conclusion of the two fatwas of shiekh Al-Albaani and Shiekh WaseeUllaah Abbas is completely different regarding the question does anyone has to make takbeer to make sejdah tilaawah.
 
For Shiekh Albaani's position:
"Translator's note: To conclude, what is understood from the article is: (1) There is no authentic evidence to support making takbeer when prostrating for a verse of prostration while in prayer; (2) A person may make takbeer when prostrating for a verse of prostration outside of prayer, as has been reported from some of the taabi'oon. And Allaah knows best."
 
For Waseeullaah Abbas's position:
There is no takbeer when making sajdah upon reading a verse of prostration outside of the prayer. As for during the prayer, then it would be permissible based on the hadeeth that describes the Prophet (sallallaahu 'alayhe wa sallam) making takbeer with every act of lowering and raising himself. [*]
 
They are completely opposite, please help me understand this, you put this on your webpage and there is no explanation of this different position and which one is correct and wrong and so forth.

As for Al-Albaanee's position, then please notice that what you quoted says "translator's note."  That was my attempt to summarize the article to bring the section from his book to a conclusion.  I believe now, after coming accross the answer of our Shaykh Wasee Allaah, that this statement of mine, "There is no authentic evidence to support making takbeer when prostrating for a verse of prostration while in prayer," is clearly incorrect based on the generality of the hadeeth the Shaykh used about the Prophet (sallallaahu 'alayhe wa sallam) making takbeer for every movement.  It is mentioned in his answer.  I will try to be careful about adding my own deductions in the future, in shaa' Allaah. I will also change my footnote, in shaa' Allaah, to summarize the article without this mistaken conclusion.
 
Secondly, about Shaykh Wasee Allaah saying, "There is no takbeer when making sajdah upon reading a verse of prostration outside of the prayer."  Then it is possible that the narrations mentioned in Al-Albaanee's article did not reach him, or that he does not view them as being authentic.  His answer was conveyed to me in a written form so I did not get a chance to ask him about the narrations of those from the salaf who DID make takbeer for prostrating outside of the prayer.  It is however included in the next group of questions for Shaykh Wasee Allaah, may Allaah make it easy for us to publish the answers.  Look for a clarification along with his answer to that question within a week or so.
