I wonder who has the most efficient arrangement for OR turnover, as
recovery room,
orderlies who help move the patient from the OR table and
housekeeping all need to be notified.

What's the best way to do it ?

... Don't wait for the orderlies. Get the patients to move themselves when possible. If not, get the surgeon and/or assistant to help transfer the patient....
