The next several days are critical for HUD funding in FY

Development will be considering the HUD funding bill on 6/11 for FY
2008. The full House Appropriations Committee will be considering HUD
funding on 6/18.

Dear:

As Congress considers HUD funding for fiscal year 2008, I urge you to
adequately fund all HUD programs. A May 2007 report from HUD showed a
16% increase between 2003 and 2005 in families paying more than half
of
their incomes on rent or living in severely substandard conditions.
HUDâ?Ts programs to meet these needs work well and these families
need housing assistance.

HUDâ?Ts three largest programs serve a total of more than 4.5
million families. For these programs, we urge the following funding
levels for FY08:

Vouchers:
â?¢ Adequate funding for the housing choice voucher program,
including $15 billion for voucher renewals and provisions to base
administrative funding on the number of families each agency serves.
â?¢ Adequate funding for at least 100,000 new, incremental vouchers
in FY08.
â?¢ Implement HUDâ?Ts proposal to award $5 million in bonus
administrative fees to public housing agencies that consolidate the
administration of their voucher programs.

Public Housing:
â?¢ $3.5 billion public housing capital funds.
â?¢ $5 billion public housing operating funds.
â?¢ No funding for HOPE VI unless and until the program is
reauthorized to provide for one-for-one replacement of public housing
units and residents have a right to return.
â?¢ No expansion of the Moving to Work demonstration program or
broadening of exemptions from Public Housing Agency Plans.

Project-Based Section 8
â?¢ $6.1 billion to $6.7 billion, depending on latest HUD data
available, for the renewal of project-based rental assistance
contracts.

Thank you for considering these suggestions. I would like to hear
from
you regarding funding for these and other HUD programs.

Sincerely,
