BACKGROUND
The benefits of repealing or reducing the estate tax would go only
to the miniscule fraction of very wealthy estates that are subject
to the federal estate tax. Under current law, estates of up to $2
million for individuals, $4 million for couples, are exempt from the
estate tax, and there is no limit on the amount that can be
transferred tax-free to a surviving spouse or to charity. Currently,
about 99.5 percent of estates are tax-exempt, so only the wealthiest
one-half of one percent will benefit from repealing or reducing the
estate tax. And the wealthy few have already received lavish
benefits from recent tax cuts, at the expense of services essential
