Statement of 'AIZHIXING's Withdrawal from Global Fund China CCM CBO

On April 27th, 2006, an entitled body "The China Global Fund
Programme CCM Secretariat" organized an election meeting of China
CCM member representing the community-based organizations and other
NGO sector at 9:00 AM in Beijing. The agenda includes:
1. Introduction of GF and the revised CCM term of reference
(hereafter as the revised TOR) by CCM Secretariat;
2. Discuss and determine the election procedure by the attendants
from the sector;
3. Elect 1 CCM member and 2 Alternate representing the sector.
Beijing AIZHIXING Institute of Health Education attended the meeting
and decided to withdraw from the ongoing election, and opposed the
election. Our reason follows:
1. According to the notice of the election, it is restricted that
only legally registered organization are qualified to be registered
for the election of the sector. Although we suggest all the
organizations (whether registered or not) should have the right to
participate in the meeting and have the rights to elect/be elected
and to vote, we agree that we should have one same standard
throughout the process. But we find some non-registered
organizations are approved to participate in the meeting, and the
organizer did not tell all non-registered organizations in the
sector which they can reach in a documented way that the non-
registered organizations can also come to the meeting. We think they
do not accord with the same standard.
2. Some government health departments-built and hospital-based
organizations also attended the meeting. We think they are more
suitable to be sorted as actors of other sectors instead of the
community-based organizations and other NGO sector.
3. In view of the above reasons and some other factors, we believe
that the election goes against and violates the decision made at the
9th Board Meeting of Global Fund on composition and selection of
CCM, also violates the China GF CCM Constitution, as well as the
Notice of Election of China GF CCM member representing 'Community-
based Organizations and other NGOs'
4. We believe that the election is not transparent, not equal, and
full of double standard, the organizer conducts the election at will.
We will release more materials to give our view on the election.
Several Viewpoints toward the Global Fund China Country Coordination
Mechanism (CCM) Revised constitution and the CCM Member Selection of
Each Sectors
On behalf of our organization AiZhiXing and a many other
organizations (please see petition at the end of this document) we
are writing to voice our very strong concern regarding several
aspects of the Global Fund China CCM revised constitution as well as
the CCM member selection of each sector. (The CCM Constitution can

Our principal concerns are in regards to
• the wording of the principles and what the implications of these
words may have
• the restrictions placed on the NGO sector concerning who is
actually allowed to participate
• the inclusion of government institutions into the NGO sector
• the dissemination of information
• the change of name from Global Fund to fight AIDS, Tuberculosis,
and Malaria Project Country Coordinating Mechanism to China Global
Fund to fight AIDS, Tuberculosis, and Malaria Project Country
Coordinating Mechanism
We believe if these concerns are not addressed and revised then we
will doubt the legitimacy of the newly-built CCM.
