Objectives of the Programme
The aim of the programme is to develop a pool of technical and
managerial expertise to meet human resource needs of the member
countries by:
- providing an opportunity to young health professionals to
strengthen their practical skills and knowledge essential to
participate in public health works at the national level;
- exposing them to WHO programmes and allowing the countries to
benefit from the knowledge aquired by the young professionals as a
result of the assignment.
Expected outcome:
Develop a cadre of young professionals with practical skills and
competency who will take a leadership role in public health at the
national level.
Description of duties
Under the guidance of the Regional Adviser (HIV/AIDS), the Public
Health Fellow will:
1. assist in the development and implementation of the HIV/AIDS
strategic plan to accelerate priority interventions in prevention,
care and treatment of HIV/AIDS at the regional and country levels;
2. participate in the development and field testing of technical
guidelines, training/educational materials, training , monitoring
and evaluation activities related to HIV/AIDS prevention, care and
treatment;
3. assist in identifying research needs, and coordinate research
activities in the area of HIV/AIDS prevention, care and treatment
supported by WHO/SEARO;
4. assist in collaborating with relevant WHO departments and with
other partner agencies to promote a coordinated approach in
universal access to prevention, care and treatment of HIV/AIDS
5. document the status of national, regional and global efforts, for
inclusion in the programme reports and other programme documents.
6. attend work-related travel and training as advised by the
supervisors, and approved by the Regional Director, for work-related
activities, such as participation in seminars, workshops,
discussions at national, regional, sub-regional and/or international
level.
7. make technical presentations (at in-house seminars or at a
conferences);
8. submit two scientific papers for publication in peer-reviewed
journals;
9. submit six-monthly reports to the supervisors.

Terms and Conditions:
A) Status
1. Individuals engaged as Public Health Fellow (PHF) will be given a
Letter of Award (LOA). They will serve as independent professionals
in their personal capacity and not as representatives of a
Government or any other authority external to the World Health
Organization (WHO).
2. PHFs are neither staff members of WHO nor "officials" for the
purpose of Conventions of the Privileges and Immunities of the
Specialized Agencies.
3. PHFs require a valid national passport and, depending on their
nationality, a non-immigrant visa to enter the country of their
placement/location. PHFs are not entitled for the issue of a United
Nations Laissez-passer (UNLP).
B) Letter of Award
4. A Letter of Award signalling the conferment of the public health
fellowship on the selected candidate will be issued. The terms and
conditions as set out herein will be an integral part of the said
Letter of Award issued to each PHF.
5. The obligations of WHO are strictly limited to the express terms
and conditions of the LOA. Accordingly, PHF shall not be entitled to
any benefit, payment, or subsidy from WHO except as expressly
provided in the LOA.
6. The LOA may be amended with the mutual consent of WHO and the
PHF, as long asit is within the objectives of the PHFs Scheme.
7. PHFs are exclusively responsible to WHO with respect to
performance and they should not receive instructions from any
authority external to WHO.
8. During the period of their services for WHO, PHFs should not
engage in a lucrative or any other activity incompatible with the
discharge of their obligations while with WHO. PHFs are required to
exercise the utmost discretion in all matters of official business
of WHO, and to conduct themselves at all times in a manner
compatible with their association with WHO.
9. PHFs may not communicate at any time to any other person,
Government or authority external to WHO or share any information
known to them by reason of their association with WHO and those
information which has not been made public, except in the course of
providing services under the LOA or by authorization of the Regional
Director or his designate; nor shall PHFs at any time use such
information to personal advantage. These obligations do not lapse
upon termination of this LOA.
10. The duration of the LOA is two years from the date of
commencement as indicated therein.
C) Entitlements
11. (i) Stipend: WHO shall pay the globally applicable stipend as
relevant to the country of location to meet the living costs. This
varies from country to country. For the first 30 days, they will be
paid prior to the departure from the place of residence, a Travel
Rate of Stipend (for example, during November 2005, the Travel Rate
of Stipend applicable to India (Metro) is US$1530 per month) to
facilitate settling at the proposed official location. For
subsequent months, PHFs will be paid the applicable Resident Rate of
stipend (for example, during November 2005, the Resident Rate of
Stipend applicable to India (Metro) is US$1020 p.m.).
(ii) Allowance: Keeping in view the special requirements of the PHFs
Scheme, an all-inclusive monthly special lump sum of US$800 will be
paid in addition to the applicable monthly stipend, to meet all
incidental costs, including equipping oneself better and conducive
to international work setting, cost of books, computers, better
means of commutation between residence and place of duty and other
related costs, etc.
D) Travel
12. Initial and terminal travel will be facilitated through a Travel
Order by the most economical and direct air-route from the place of
residence to the place of study and vice versa. All visa related
issues will be the responsibility of the individuals and assistance,
as needed may be extended by ETS. Cost of travel by air/train/shared
taxi from the place of residence to the nearest international
airport of departure and vice versa will be reimbursed by the ETS
upon production of proof of payment.
In addition, all official travels during the duration of the PHF
will be the responsibility of the concerned technical unit of the
Organization who will notify the ETS the budget line applicable for
the concerned PHF's travel. ETS will raise a specific order to give
effect to the travel and will grant the applicable travel rate of
stipend prior to the departure from home country to meet the living
costs for the first 30 days at the country of visit. In case the
participation of the PHF pertains to any approved non-WHO meetings,
as part of learning, then the registration and other involved costs
will be settled by ETS directly with the relevant organizers and the
participation of the PHF will be facilitated.
E) Baggage
13. A lump sum amount of US$400/- will be given at the end of study
by way of terminal allowance to cover the cost of baggage, etc.,
provided the final report due under the terms and conditions of LOA
has been received by the Supervisor.
F) Time-off
14. Time off not exceeding two days per month, subject to the
exigencies of the study and approval of Supervisor is allowed. Time
off is not to be considered as an entitlement. Time off cannot be
carried forward to next year.
G) Health insurance
15. PHFs are fully responsible for arranging, at their own expense,
adequate illness and accident (including death and permanent
disability) insurances covering the period of their placement with
WHO. If the prospective desires to obtain health insurance at the
cost of WHO, such arrangment can be made.
H) Taxation
16. WHO/SEAR undertakes no liability, including by way of
reimbursement, for any taxes, duty or other contribution payable by
PHFs on payment made to them under the LOA.
I) Technical supervision of work & Monitoring and Evaluation
17. The technical supervision of work of the PHFs and monitoring and
evaluation thereof will be governed as per Annex-A.
J) Publication and Title rights
18. PHFs are required to submit to WHO through their supervisor, for
possible publication in one of the Organization's periodicals, any
papers on the work they have performed during the study period.
Papers which are not retained for publication will be returned to
the PHF. All publications, write ups and reports prepared by the PHF
are the properties of the WHO and if published elsewhere, prior
permission must be obtained. When published, it must state that the
work has been done during a WHO study and the opinions expressed are
not necessarily of those of WHO.
K) Termination of LOA
19. WHO may at any time cancel or terminate LOAs if, for no valid
reason, the PHFs do not report on the date indicated in the LOA or
if if for any reason it is inadvisable for them to continue to hold
a fellowship.
L) Exceptions
20. Any exceptions in the terms and conditions not expressly stated
herein are solely at the discretion and decision of WHO. All queries

Education and Training Support Unit at the WHO Regional Office for
South-East Asia (ets@...).
QUALIFICATIONS REQUIRED:
Education: University degree/diploma equivalent to a postgraduate
qualification in health sciences;
Nationality of countries of the South-East Asia Region (Bangladesh,
Bhutan, India, Indonesia, Democratic People's Republic of Korea,
Maldives, Myanmar, Nepal, Sri Lanka, Thailand, or Timor Leste)
Age: between 25 and 35 years
Skills and Competencies: Computer literacy in standard software
applications
Other Skills: Ability to successfully interact with individuals of
different cultural backgrounds and beliefs, which includes
willingness to understand and be tolerant of different opinions and
views;
Experience: Two years of relevant working experience related to
health/medical field, of which at least I year in HIV/AIDS.
Languages:
Excellent knowledge of written and spoken English
