Established in 1987, AHF is the largest non-profit, non-governmental
HIV/AIDS organization in the United States. AHF specializes in providing
HIV/AIDS medical care and currently serves over 16,000 patients in the
United States regardless of their medical insurance status or ability to pay
at fourteen outpatient clinics and one inpatient facility located in
California and Florida.
Under its global program, AHF provides technical assistance to and works in
partnership with governments, people living with HIV/AIDS, and local
stakeholders to establish sustainable, scalable, and replicable HIV/AIDS
treatment and care models in 11 countries. AHF currently operates HIV/AIDS
clinics that provide life-saving antiretroviral treatment, care, and support
services free of charge to over 6,700 clients in Africa, Central America and

Job Description:
AHF is seeking to recruit a full time Consultant for its "China Project in
Linfen City, Shanxi Province", People's Republic of China. The candidate should
have an experience working in the health sector preferably in HIVAIDS program
management, and a thorough understanding of the HIV/AIDS epidemic in China and
in the Asia region with excellent communication skills.
Key qualifications:
* Graduate with an educational background in public health, NGO or a
related field;
* At least three (3) years experience in the field of health
management/consultancy preferably in the field of HIVAIDS and/or within an NGO
setting;
* Demonstrated administrative and financial experience including
preparing and managing budgets, banking activities, contracts and
negotiations;
* Skills and knowledge in public-private partnerships;
* Excellent analytical, oral, and written communication skills in
English and Mandarin;
* Must posses an adequate computer skills including use of internet/
e-mail application and MS-Office software, such as Word, Excel, PowerPoint,
etc.;
* Ability to meet deadlines and to manage multiple priorities while
working as part of a team;
* Team player service-minded and able to work under pressure;
* Available to start working in January 2006.
Roles and Responsibilities:
* Responsible for the smooth functioning of the project
and report on a regular basis to the Asia Pacific Bureau Chief (APBC);
* Coordinate and liaise partners, the office of the
Director Linfen City Infectious Disease (ID) Hospital and the doctor in charge
of the Green Harbor HIVAIDS treatment center;
* Oversee the day to day management of the 'Center of
Excellence' and the partnership and regular consultation with the management of
the ID Hospital and the Green Harbor doctors;
* Identify training needs, plan and coordinate training
activities in collaboration with the APBC, AHF's Director of Training, and local
implementing partners;
* Coordinate training programs, organize local support,
and supervise local workshop and training to community groups and local
authorities and other key stakeholders;
* Provide advice and support to people living with
HIV/AIDS networks and strengthen the communication ties;
* Conduct regular monitoring and evaluation of the
project outlined in the work plans and to keep APBC informed of the quality,
relevance and other important issues of the project to manage effective
implementation to achieve targets of the set objectives;
* Evaluate program activities and the improvement or
enhances capability or skills of those who had been trained and mentored by AHF
trainers;
* Provide effective communication on the project to the
APBC;
* Develop rapport and strengthen new and existing
partnerships;
* Regular reporting of the activities, progress and
updates on a weekly, monthly basis and a detailed quarterly report for AHF
consultations and reviews;
* Facilitate and coordinate delegation and participation
at meetings as AHF representative;
* Organize local logistics, supervise and manage the
itinerary of consultants or temporary staff or volunteers employed by AHF;
* Other duties as assigned by the APBC from time to
time.
Compensation and Benefits
* As comparable to International NGOs operating in China.
