UNAIDS AT COUNTRY LEVEL: PROGRESS REPORT

This UNAIDS report summarises the achievements of the
UNAIDS strategic framework for action - Directions for the
Future - in facilitating better coordination and
implementation of HIV/AIDS work at a country level. The
report looks at the process of implementing the framework,
the associated capacity strengthening of UNAIDS, and
remaining challenges. It also reviews efforts to translate
global HIV/AIDS initiatives into results at a country level,
and provides a breakdown of progress towards implementing
the strategic framework by region.
The report highlights key achievements of the strategic
framework including increased investments in civil society,
strengthening of technical assistance and capacity,
mobilisation of financial resources, and agreement on the
'Three Ones' (one framework of action that unifies all
partners, one national AIDS coordinating authority, and one
agreed country-level monitoring and evaluation system).
UNAIDS assistance has also supported country applications
to the Global Fund to Fight AIDS, Tuberculosis and Malaria;
facilitated the launch of the US President's Emergency Plan
for AIDS Relief; and advanced progress towards the '3 by 5'
target (access to antiretrovirals for 3 million people by
2005). The report concludes that the strategic framework
has acted as an effective catalyst for national AIDS
response, and recommends continued efforts to scale-up
country responses and involvement in global initiatives in
an efficient and coordinated way.
