Announcement of the Second Asia Pacific PLWHA Congress 10 July 2004,
Bangkok

We are delighted to announce that the 2nd Asia Pacific PLWHA
Congress will be held on the 10 July 2004 in Bangkok at Asia Airport
Hotel at 9 am, just prior to the World AIDS Conference. The Congress
is open to any person living with HIV/AIDS who is a residence of any
country in the Asia Pacific Region.

Objectives:

-To discuss and obtain consensus with regard to draft regional
advocacy strategic action plans and agenda prepared by APPRC with
APN+ and INP+ based on the results of the first PLWHA Congress.

-To adopt a PLWHA resolution addressing the issues of GIPA,
Treatment, and Stigma and Discrimination in the context of the 10th
anniversary of the GIPA principles adopted in the Paris declaration
in 1994

-To discuss functions of APPRC in coordinating regional advocacy
activities and providing support to PLWHA and their groups in the
region.

As this is a closed session only for positive people from the Asia
and Pacific region, prior registration is required. Please send an

About the PLHWA Congress

As part of the Asia Pacific PLWHA Coalition for Advocacy and
Capacity Transfer, an initiative started by the UNDP Regional HIV
and Development programme together with its partner APN+ (Asia
Pacific Network of People Living with HIV/AIDS) and INP+ (Indian
Network for People Living with HIV/AIDS) to develop and strengthen
the capacity of PLWHA for their meaningful involvement in the
HIV/AIDS responses in the region. The Asia Pacific PLWHA Resource
Centre (APPRC) based in New Delhi, India, together with the
implementing partners, will be organizing three annual Asia Pacific
PLWHA Congresses. The Congresses are to assist in formulating the
Asia Pacific PLWHA Advocacy agendas and regional strategic action
plans to be implemented by the APPRC in the following areas:
1.GIPA and Empowerment
2.Access to treatment
3.Human rights

First PLWHA Congress

The first Congress was held on the 11 January 2004 in Bangkok in
conjunction with the Asia Pacific Community Forum (12th -14th
January 2004) with about 50 PLWHA participants from across the Asia
Pacific Region. Participants discussed various issues affecting
their lives and came up with priority areas that require urgent
