POLICY Project staff vacancies for the China/USAID HIV/AIDS Program
1. Background
China/USAID HIV/AIDS Program:
The China/USAID HIV/AIDS Program aims to minimize the impact of
HIV/AIDS in the southern border provinces, including Yunnan and
Guangxi. The project brings together four agencies to work with the
Chinese Government and USAID to meet this aim – Family Health
International, the International HIV/AIDS Alliance, Population
Services International and the POLICY Project. The primary focus of
POLICY's work in China will be to improve the policy and enabling
environment for an effective response to HIV/AIDS.
The POLICY Project:
The POLICY Project works with government and civil society partners
in developing countries to build an enabling environment for
effective HIV/AIDS policies and programs; to improve planning and
financing mechanisms to provide the resources and operational
arrangements needed to implement policies and programs; to provide
and disseminate accurate, up-to-date, and relevant information that
serves as the foundation for sound policy decision-making; and to
enhance in-country and regional capacity to participate in
policymaking processes and thereby contribute to the long-term
sustainability of policies and programs. A key area of work will be
to improve the response to HIV-related stigma and discrimination.
The Positions:
The following positions are now being recruited:
· Country Director, China, based in Kunming
· Two Program Officers, based in Kunming
· One Operations Manager, based in Kunming
· One Senior Program Officer, based in Beijing

3. The positions
3.1 Country Director
This position will be based in Kunming, Yunnan Province and will be
responsible for managing the POLICY Project's work in China. The
position provides an exciting opportunity to lead, manage and
coordinate POLICY's work plan in China, in close collaboration
with
the Chinese Government, USAID and our collaborating partners. The
Country Director is responsible for the overall technical,
operational and financial management of the country work plan.
Travel to Beijing and Guangxi and other parts of China will be
required along with occasional international travel.
Qualifications:
Only applications from Chinese nationals will be considered for this
position.
Education
· Relevant university qualifications in any of the following
areas: public health, clinical medicine, social and/or biomedical
sciences, management, law, economics, community and/or rural
development.
Senior management and leadership skills
· At least 5 years demonstrated experience in project management.
· High level strategic thinking and analytical skills in policy
and
program work in the context of China.
· Demonstrated experience in managing a team with diverse cultural
and professionals backgrounds with the ability to communicate
sensitively and effectively with culturally diverse groups on
matters relevant to the delivery of the POLICY Project's work
plan.
· High-level interpersonal skills with the ability to negotiate
successful outcomes in challenging situations.
· Demonstrated experience in monitoring budgets and ensuring
financial accountability.
· Demonstrated ability to make sound and informed decisions and to
perceive the impact and implications of these.
Commitment to the work of the POLICY Project
· Understanding and commitment to the development and delivery of
sustainable HIV and reproductive health programs for all Chinese.
· Understanding and commitment to the inclusion of communities
infected and affected by HIV in all elements of program design,
delivery and monitoring and evaluation, (including commitment to the
Greater Involvement of People Living with HIV/AIDS [GIPA] principle).
General:
· A high level understanding of the policy, planning and
implementation mechanisms of the Chinese Government at all levels.
· Relevant experience, preferably with a focus on HIV and
reproductive health.
· Appropriate computer skills – e.g., Microsoft Office and
Internet.
· High level oral and written communication skills in both English
and Chinese
· Experience in working with multi and bilateral donors, national
and international NGOs and USAID funded cooperating agencies is an
advantage.
3.2 Program Officers - 2 positions
These positions will be based in Kunming, Yunnan Province and will
be responsible for all aspects of program implementation, including
planning, advocacy and policy dialogue, technical advice and
research, liaison with a wide range of organisations, information
dissemination, training, monitoring and evaluation, and support and
supervision of consultants and implementing partners. Travel within
Yunnan Province will be required, and occasional travel to other
parts of China, including Guangxi and Beijing.
Qualifications:

Education:
· Relevant university qualifications in any of the following
areas:

Knowledge, skills and work experience in the following areas:
· Strategic planning and policy development.
· Program planning and implementation.
· Research and information dissemination.
· Advocacy and policy dialogue.
· Liaison with a wide range of stakeholders.
· Training and group facilitation.
· Monitoring and evaluation.
· Monitoring and provision of technical advice to consultants and
implementing agencies.

3.3 Operations Manager
This position will be based in Kunming, Yunnan Province and will be
responsible for management of all aspects of administration
including human resources and finances and support of all
programmatic staff in POLICY's China program. This will include
POLICY staff based in Beijing, Guangxi and Yunnan. The Operations
Manager is responsible for internal financial, administrative, human
resources and operational systems. Travel within Yunnan Province
will be required, as will travel to other parts of China, including
Guangxi and Beijing.
Education:
· Bachelors degree or higher in business administration
(preferable)
or other fields.
A high level of knowledge, skills and a strong record of work
experience in the following areas
· Human resources management
· Office administration
· Financial management
· Managing staff
Commitment to the work of the POLICY Project:
· Understanding and commitment to the development and delivery of
sustainable HIV and reproductive health programs for all Chinese.
· Understanding and commitment to the inclusion of communities
infected and affected by HIV in all elements of program design,
delivery and monitoring and evaluation, (including commitment to the
Greater Involvement of People Living with HIV/AIDS [GIPA] principle).
General:
· Ability to initiate and implement activities with minimal
supervision and to manage multiple tasks simultaneously.
· Appropriate computer skills – e.g., Microsoft Office and
Internet.
· High level oral and written communication skills in both English
and Chinese.
· Knowledge of China's employment and labour laws and
practices.
·Experience in working with multi and bilateral donors, national
and
international NGOs and USAID funded cooperating agencies is an
advantage.
3.4 Senior Program Officer
This position will be based in Beijing and, in close cooperation
with POLICY's Country Director, will be responsible for all
aspects
of program implementation at the national level. This will include
planning, advocacy and policy dialogue, technical advice and
research, liaison with a wide range of organisations, information
dissemination, training, monitoring and evaluation, and support and
supervision of consultants and implementing partners. This position
will focus on working with the Chinese Government on policy issues
and supporting the harmonisation of national and provincial
policies. Travel to other parts of China, including Yunnan and
Guangxi, will be required.
Qualifications
The qualifications are the same as for the Program Officers based in
Kunming, although as this position will provide an interface between
POLICY's national and provincial work, applicants will be
expected
to have a higher level of skills, knowledge and work experience,
especially in relation to:
· Strategic planning and policy development.
· Advocacy and policy dialogue.
· A good understanding of the policy, planning and implementation
mechanisms of the Chinese Government at all levels.
