Here is a unique opportunity for committed activists and HIV/AIDS advocates to
make a difference to HIV/AIDS policy implementation in their regions.
The Joint United Nations Programme on HIV/AIDS (UNAIDS) has vacancies on its
programme coordinating board (PCB) for alternate NGO Delegates for the following
regions: Africa, Asia/Pacific and Latin America/Caribbean.
The position of NGO Delegates on the UNAIDS-PCB is very important to the
effective inclusion of community voices in UNAIDS programming, budgeting and
operations. They represent civil society (including PLWHA) perspectives
in UNAIDS policies and programming, particularly access to prevention/harm
reduction, treatment, care and support, as universal public goods.
NGO-PCB delegates are expected to:
actively seek input from their respective community on key issues related to
UNAIDS policies and programs.
- advocate with members states (governments) and co-sponsor organisations (the
United Nations organisations that make up the UNAIDS 'family' for meaningful
improvements in the implementation and evaluation of HIV/AIDS policies and
programmes.
The PCB has also drawn the following qualifications for candidates for
the Delegates:
* A burning zeal to positively influence policy decisions in favour of
all affected communities
* Past or current experience in community representation on HIV/AIDS issues
* Knowledge of HIV/AIDS issues that transcend the country level
* Experience and understanding of the international policy-making and
advocacy
* A comprehensive knowledge and understanding of HIV/AIDS and other
political consequences of the pandemic
* The ability to communicate and liase effectively with networks of
NGOs, CBOs and groups of people living with HIV/AIDS in their regions and
with key contacts (including facilities and capability to communicate by
telephone, fax and e-mail)
* Ability to operate in written and spoken English
Service on the NGO Delegation is a non-paying post; it attracts no
remuneration whatsoever. Delegates are expected to allocate 10% of his/her
time to PCB duties and tasks. The Delegate's organisation is expected
to facilitate and guarantee the use of office space, communications
systems and facilities to their representatives when engaged in PCB duties and
tasks.
Nominations are invited from civil society organisations, community-based
groups and networks in any of the three regions.
To nominate an organization, please prepare an application addressing
the qualifications as described in the attached Terms of Reference of the
NGO Liaison Committee. Please include a personal statement as to why you would
be well suited to this work as well as letters of reference from national and
regional HIV/AIDS organisations in your region.
The closing date for nominations is 15th of May. The selection will be
made by the current NGO PCB Delegates by the beginning of June and presented to
the PCB for confirmation at the end of June 2004 meeting. The decision of the
PCB regarding confirmation of NGOs will then be communicated to you soon after
its regular meeting.
The UNAIDS Partnerships Unit will serve as a mailbox for applications.
