when a child has a variety of delays, including lack of  social/ communication skills, it is not difficult to et an assessment of PDD.  this can be very worthwhile, as it entitles the child to learn in a special framework called Kitat tikshoret, which , for the most part, is a very wonderful and professionally run place (we wer emore impressed with the elementary schools than the junior high, but the rakezet of the junior high calls us to hear what we want the class to be like next year, so we are going to give it a try).  while the schools are not necessarily our religious flavour, a child with  a good social-emotional basis and appropriate learning skills can advance religiously.  a child without these skills often joins that 7.4% dropout statistic.
anyhow, the other thing with PDD is that it is on the autistic spectrum,w hcih means that parents can apply and generally receive financial assistance from bituah leummi, which can help pay for such things as tutors, psychotherapy /art therapy , or whatever else the parents feel the chid needs.
also, children with psychiatric disorders are also often entitled to attend such classes and receive teh stipend.   it is called kitsbat yeled neche, and you get the forms either online or at any bituah leumi branch.

social skills.  His mental age is at least 15-16, but his emotional skills

We faxed Misrad HaChinuch for suggestions, and finally got through to a real
live person today!  Actually, we have been trying to get him to go to
yeshiva by saying that we were going to contact a truant officer about him. 
And this is what we discovered from Misrad HaChinuch:  We can't call the
truant officer!  It is up to the school to do this, and to make sure that
the boy attends school...

Again, any constructive suggestions would be welcome.  This whole situation
is very debilitating to our son, and to our interpersonal relationship with
each other.

I've posted in the past about our 14 year old. He goes to yeshiva in Yerushalayim, Toras Avrohom, that we were under the impression was geared for ADD boys....
