while i have to support the idea that we should spend the year before
bar mitzva preparing the boys to enjoy their simha and give it
meaning, if a boy wants to read from the torah, you can do what we
did to make it easier to learn at first:
we used the machon mamre website to print up pages laid-out like a
tikkun kor'im, but double-spaced.

If you think that throwing toffees could be a problem for him- then just don't hand out candies- that would not be a sin! Also, I think it should be a RULE...
