1; EDITORIAL
Hi all,
Rather a shorter issue than usual this time, with no article. The
reason being that the 101 things that I usually have to do at one
time has suddenly blossomed into 1001! Not going into details
as it's far too boring, however because of this, I have tried to pack
as many links and other resources for you to click on at your leisure.
I will be able to get a 'proper' issue together by next time, but
rather than putting The Gazette out late I thought I would send out
this shorter issue ...... half an issue better than no issue?
Many thanks to all of you who wrote to me last time offering
support through my bad time (when are they going to end) It's

3; CHANGES TO THE UK SPECIAL NEEDS TRIBUNAL
Recently, some changes have been made to aspects of the
SEN tribunal, which will be implemented in the Autumn of this
year. This means that once parents have lodged an appeal, both
their, and the LEA’s cases will be sent to the tribunal simultaneously.
Both parties will still receive copies of each other’s cases
beforehand though. Children will now be able to give evidence and
attend the hearing themselves, although the child’s age and special
needs should be taken into account before deciding whether to let
them attend the hearing.
The lay members of the panel will now have to have specific knowledge
and / or experience with special needs issues, therefore they can no
longer have experience of local government only. Late evidence will be
allowed to be submitted, so long copies are sent to the tribunal plus
the other party, which is different from present rules which state that in
only very exceptional circumstances will late evidence be allowed to
be submitted.
Strict time limits are going to be introduced in which LEAs should carry
out the decision of the tribunal. These time limits will be
2-3 weeks to start an assessment
3-4 weeks to make a statement
3-4 weeks to amend a statement
1 week to reinstate a statement
If these time limits are not adhered to, parents will be able to complain
that LEA’s have gone over these limits. New rules will also make sure that
LEAs provide arrangements for parents to negotiate with them via an
independent person prior to any hearings. This is to enable both parties
to come to some sort of agreement.

5; UK CHILDREN'S MENTAL HEALTH IGNORED
The Mental Health Foundation has stated that up to one in
five young people under the age of 21 are believed to have
some sort of mental health problem. These difficulties range
from anxiety to major psychiatric disorders. Therefore the
Foundation calls for more cash injection for the problems
of mental welfare.
Although the government announced an £84m programme last
year to look at mental health services for children, it is unlikely to
be anywhere near enough to tackle the enormity of the problem
because this health sector has been neglected for so long,
therefore the problems are extremely widespread.
June McKerrow, of the MHF has advised that the help children
receive for mental health problems was "patchy, under-funded
and plagued by a lack of co-ordination between the different
agencies involved". We parents of children with ADHD and other
childhood disorders can absolutely vouch for this statement.
She also said that "Adult society as a whole needs to recognise
the importance of children's mental health and take action now."
Because of this there has been a call for school league tables to
measure mental well-being (as opposed to the excessive emphasis
on performance based tables) and a proposal for the starting a
commission for the emotional and mental health of children. This
would provide training for all agencies involved in working with
young people and national framework of mental health care
provision. Other recommendations relate to school provision,
support for families and marginalised children.
The MHF also put forward the suggestion that emotional well being
league tables would promote the welfare of children by assessing the
presence of peer counselling or staff available who could deal with
mental health problems. In addition teachers need more training in
early intervention when potential problems surface at an early stage.
Studies have shown that around 66% on remand Britain a mental
health problem, which compares with 39% of sentenced prisoners
and 25% of the general population. These young people who are
behind bars miss out on treatments effectively making young
offenders' institutions "a revolving door" rather than a stepping
stone towards rehabilitation.
